Especially after Nick Fury discovered that Zola was still alive, he realized that something was very wrong. Hydra had actually found a way to revive Zola and keep him alive in the 1970s from within S.H.I.E.L.D.
Does that mean S.H.I.E.L.D. is basically untrustworthy?
